Sealed Bids for construction of Wastewater Treatment Facility Biofilter Rehabilitation will be received by the City of Attleboro, MA at the office of the Capital Projects Administrator, Attleboro City Hall, 77 Park Street, Attleboro, MA 02703 until 1:00 PM, June 13, 2022 and at that time and place bids will be publicly opened and read aloud.
The work consists of furnishing all labor, materials and equipment necessary to rehabilitate the two existing biofilters including replacement of the headworks and control building area odor control fans; removal and disposal of existing media and geotextile fabric; smoke testing of the air distribution system; repair deficiencies in air distribution system, drainage system; furnish and install HDPE biofilter liner, and new geotextile fabric; replace media; clean and balance duct work; commission and smoke test media, conduct a performance test; and all miscellaneous work and clean up as specified or required to complete the work.
There are no filed Sub-Contracts designated for this project.
The Contract Time shall be 275 Calendar Days commencing ten days following the Effective Date of the Agreement. All work within the two biofilters shall be completed within 90 Calendar Days commencing ten days following the Effective Date of the Agreement. Substantial Completion of the project including the fan replacement(s) shall be 260 Calendar Days commencing ten days following the Effective Date of the Agreement.

Minimum Wage Rates as determined by the Executive Office of Labor and Workforce Development under the provision of the MA General Laws, Chapter 149, Section 26 to 27H, as amended, apply to this project. It is the responsibility of the Contractor, before bid opening, to request if necessary, any additional information on Minimum Wage Rates for those tradespeople who may be employed for the proposed work under this Contract.

The bidding and award of this Contract will be under the provisions of M.G.L. Chapter 30, Section 39M. This project is being funded by American Rescue Plan Act of 2021 and is subject to applicable requirements. It is not subject to American Iron and Steel (AIS) or Build America, Buy America (BABA) requirements.
Award of the Contract will be contingent on the City’s needs, appropriation, and availability of funds. The Owner reserves the right to waive any informality in or to reject any or all Bids if deemed to be in its best interest.
