The City of Attleboro is accepting sealed proposals for the Disposition of Real Property comprised of two separate parcels. The first parcel being identified as 135 County Street, Attleboro, MA 02703 (Parcel ID# Map 40, Lot 50), containing 1.5 Acres (+/-), located in a General Residence A Zone.  The second parcel being identified as 0 Cora Street, Attleboro, MA 02703 (Parcel ID# Map 40, Lot 30, 31, 39 & 40), containing .55 Acres (+/-), located in a General Residence A Zone.  Deed Restrictions: To keep as much of the outside integrity of the building, which was built in 1912, intact. To retain & maintain at the very minimum, its current façade, the current front stairs & the grassy area & landscaping which faces County St.

The Request for Proposal (“RFP”) packet is available at the Purchasing Dept 2nd Floor, Attleboro City Hall, 77 Park St, Attleboro, MA 02703. The RFP is also available for download from the City’s website @ http://www.cityofattleboro.us/Bids.aspx.

Addendums to the RFP will be sent by email to those who received a copy of the RFP from anyone other than the originator. If you download the RFP from the City's website, any addenda will be emailed to the email address provided when filing out the "Plan Holders Form".

Proposals must be in a sealed envelope & submitted to Purchasing at the address above no later than 12:00 NOON on Monday, December 7, 2020. Proposers must submit one original, five copies & one thumb-drive (pdf) in a sealed envelope(s) clearly labeled “Disposition of Real Property 135 County St & 0 Cora St, Attleboro MA”.

The most advantageous proposal from a responsive & responsible proposer, taking into consideration price & all other evaluation criteria set forth in the solicitation.

The selected Proposer/Buyer must execute a Purchase & Sale Agreement with the City of Attleboro as set forth in the solicitation.

Special Requirements:
Each proposals must be in a SEALED envelope or package and submitted to Attleboro City Hall, Attn: Carol Brown, Purchasing, 77 Park Street, Attleboro, MA 02703 no later than 12:00 p.m. on Friday, December 7, 2020. Proposals must be submitted in a sealed envelope marked “RFP Disposition of Real Property 135 County St & 0 Cora St, Attleboro MA” on the outside of the envelope. Sealed proposals must include one (1) original, five (5) copies and one (1) thumb-drive (pdf) for the sale of two (2) parcels of land as described herein and one (1) copy of their price proposal containing complete information as requested and required by the terms of this RFP. Please submit one (1) copy of Appendix E, Summary of Price Proposal Form, in a separate sealed envelope marked in the lower left hand corner “PROPOSAL FOR DISPOSITION OF REAL PROPERTY – Price Proposal” and non-price proposals in sealed envelopes marked in the lower left hand corner – “PROPOSAL FOR DISPOSITION OF REAL PROPERTY – Non-Price Proposal”.

A bid security deposit of Twenty-Five Thousand Dollars ($25,000.00) (Treasurer's check, cashier's check, certified check or money order) must be submitted as part of the proposal package. Such bid security deposit shall be retained and applied towards any deposit requirements under the Purchase and Sale Agreement.

No late, incomplete, faxed, or electronically mailed proposals will be accepted. Proposals must be in the possession of the Purchasing Assistant’s Office on or prior to the exact time and date indicated above in order to be considered. Any late, incomplete, faxed, or electronically mailed proposal(s) will be rejected.

Miscellaneous:
The sale of the property is subject to review and recommendation by the Mayor and by an evaluation committee consisting of several City officials. The selection of the buyer shall be made by the Attleboro Municipal Council in accordance with the City of Attleboro Ordinances, Section 2-11.5. The sale of the Property is subject to the provisions of M.G.L. c.30B and any/all other applicable state/local provisions.
